About the Speakers:


Rita DiStefano joined PMP in 2005 after working for a large global company for over 20 years overseeing HR for their Nassau and Suffolk County locations. During her tenure, she gained expertise in the field of recruitment, training, benefits, employee relations, performance management and compensation.

At PMP, Rita currently offers clients her expertise in HR Consulting including services such as policy development, interactive management training, job descriptions, compensation analysis; she provides guidance on employee handbooks, developing and implementing performance management programs, employee relations, recruiting, discipline and termination. Where no HR department exists, Rita provides on-site HR services or augments clients' HR department with either on-site or off-site support.

Rita is past Chair of the Board of Directors and Executive Committee of the HIA-LI, and is now serving as liaison to the Young Business Professionals Committee of that organization.  She has served as Chair of the Suffolk County Workforce Investment Board for the Department of Labor after receiving an appointment for that position from Suffolk County Executive Steve Levy.  She also served as Chair of the C.W. Post Employee Advisory Board.  Currently Rita is Co-Chair of the LI STEM Hub’s Regional Industry Council for Advanced Manufacturing.

Rita was honored by the Long Island Works Coalition for her vision and dedication to the collaboration of business and education, and received state recognition for her work with internship programs.  Most recently Rita was an honoree at the American Heart Association’s Go Red for Women luncheon.  In addition, she was honored by the HIA-LI at a gala as one of “Those Who Make A Difference” and by LIBN as one of the Top 50 Most Influential Women in Business on Long Island.


James M. Black II, Partner, Silverman Acampora, LLP 

Jim’s guidance helps lead our clients through the legal and procedural minefield that exists when working with the local, state, and federal governments. He has counseled several large government contractors, in various manufacturing and technology or software industries, for more than 25 years, Jim has the knowledge and experience that you need to get your goals accomplished as quickly and efficiently as possible. 

Jim’s wealth of experience has included creating export compliance protocols and managing multimillion dollar bid and proposal processes from the initial steps of government requests for information through proposal drafting to final contract negotiation and award. For example, Jim created, launched, and managed a worldwide export compliance protocol for a major software company with more than 1,000 products sold worldwide. Jim has also successfully negotiated with the Department of Defense to avoid the suspension of his client’s contracts as part of a larger government-wide settlement. 

Jim has created Codes of Conduct and established compliance help lines for his clients. This includes review of all calls or on-line entries, investigation of each incident, and reports to executive management and Board Audit Committees. He can develop and deliver customized government and corporate compliance programs as well as training courses for your company personnel on key compliance issues. 

In addition, Jim has experience in dealing with issues related to the Foreign Corrupt Practices Act (FCPA) the Federal Electronic and Information Technology Accessibility and Compliance Act (Section 508) and other government acquisition and trade rules and regulations. 

Jim works closely with the Business Law Group regarding the implications of deal structures and corporate decision making on our clients’ contractual relationships with government agencies. Jim is also an expert in channel sales agreements. Whether you are a manufacturer whose products are being incorporated into an integrator’s products or you are a reseller or distributor of third party products, Jim can draft and negotiate an agreement and assist you in setting up a long term contractual relationship with your channel partners. He also advises the Firm’s other practice groups when issues present themselves relating to contractual obligations with government entities. Whether you are a small start-up looking to get into business with a government entity or a major Fortune-500 company that needs top-quality representation, Jim is equipped to handle your most challenging situations. 

Jim is an adjunct professor at Hofstra University School of Law and LIU Post, where he teaches Business Law in the MBA program. He is also a member of the Nassau County Bar’s Ethics Committee, and a Knight Commander of the Equestrian Order of the Holy Sepulchre, which raises money for schools and hospitals in the Middle East.
